Once again, Joe is less than candid or truthful with his statement. The following U.S. Presidents have occasionally tied budget proposals to raise the debt ceiling:
Bill Clinton – President Bill Clinton: In 1995-1996, the Clinton administration faced a debt ceiling crisis when the Republican-controlled Congress refused to increase the debt limit without significant spending cuts. This disagreement led to two partial government shutdowns. Eventually, the two sides reached a deal that raised the debt ceiling and included budget measures to balance the budget over several years.
George W. Bush – George W. Bush: In 2002, Bush tied a debt ceiling increase to additional spending for the war on terrorism.
Barack Obama – Barack Obama: In 2011, Obama tied a debt ceiling increase to a package of spending cuts and revenue increases.
Donald Trump – Donald Trump: In 2017, Trump tied a debt ceiling increase to disaster relief funding and suspension of the debt limit until December 8, 2017.
Ronald Reagan – Ronald Reagan: In 1985, Reagan tied a debt ceiling increase to spending cuts and the Gramm-Rudman-Hollings Balanced Budget Act, designed to reduce the federal budget deficit.
